Make sure you also have "Steam HDR Video" enabled as well in the Windows HD Color settings, that might be what you are missing. I have my settings attached in a picture and I get the 4K HDR videos on Youtube.

However, HDR content may not display correctly depending on Windows 10 OS settings, please check HDR on/off settings in Windows. You will need to contact Google about the settings for the YouTube HDR Video not showing the "gear" Settings Quality the "HDR" tag after the 4k resolution. That is not controlled by the monitor. You also need to check that the Graphics Card in your PC/Laptop also supports HDR...^IFV
