I have to assume the height includes the minimum height they can be adjusted to, as that would simply make sense from a marketing perspective. I would not remove the levelers because the rubber feet on them are also the "shock absorbers" for your floor. I'd be afraid of noise and, even worse, possible damage to the washer/floor if it was just the metal bottom sitting on your floor.
