It doesn't support 3.0 due to a patent dispute, I've read. I also read it will be years before this matters, but when it does matter you can just get an external tuner. Full 3.0 roll out is supposed to take a while.

No, the LG OLED42C3PUA TV doesn't support ATSC 3.0 broadcasts, only ATSC 1.0. The newer ATSC 3.0 tuner is only available on LG G2 series OLEDs and not on the LG C2 77 Inch Class 4K OLED with ThinQ AI, which includes the LG OLED42C3PUA model. LG has also announced that it won't have ATSC 3.0 tuners for its high-end TVs in 2024 because of a patent dispute. Basically, the LG OLED42C3PUA TV only has a digital tuner for ATSC 1.0 broadcasts.
