"UHD" MEANS Ultra high definition so better picture quality. "HDR" MEANS High dynamic range so again better picture quality And smart TVs have pre loaded apps such as Netflix and Amazon prime. Regular TV's usually do not have HDR OR UHD and do not look as good as smart 4k TV's.
