• Just about any and all smart phone devices can be used as Wi-fi only. As long as the phone can connect to wi-fi, then you should be able to use it as a Wi-Fi only phone.

• No, until it is activated the wi-fi is not going to work on this phone. A Google search says the phone would have to be active to make and receive calls and send and receive messages over Wi-Fi. ^Daphane
