- Answer Sure why not? Though I have not used Spectrum and used AT&:T and had the phone activated on the same day. Similarly you should be able to have it activated by spectrum.

- Answer Yes, i have tmobile. Just check your bill after you begin using the phone with them. They tried to charge me a BYOP, bring your own phone, insurance plan if the phone breaks that wasnt worth it.
