Just something to think about.....the water from a dehumidifier fills the bucket a little bit at a time. The reason the pump isn’t activated until the bucket is mostly full is there wouldn’t be enough water to pump out when the dehumidifier first starts drawing moisture from the air. If you want it to drain continuously you should put it where you can just hook a hose up to it and run it to a drain. If your situation REQUIRES you pump it out then you’ll have to accept a built in pump can’t work until there’s enough water in the tank to pump out.
