I don't know specifically about the Dragon software, as I don't use it, but on Android 4.4.4 I am able to use the headphones and microphone anywhere I would be able to use a headphone or microphone. I can use the microphone with other speech to text applications like Google, or the speech to text keyboards, so I would imagine it should work fine with Dragon, also.
