It's a universal remote, so it should. It works perfectly well on our fairly old Sony rear projection TV. We just connected the remote to it two weeks ago. Don't know why it wouldn't work on a Toshiba.

You need to open the Harmony web site, enter your remote control, and select from the list of the various electronic equipment listed. You need the make and model number of your TV to match the web site listing of Televisions. If any commands are missing (not likely) you can use your original remote control to optically load them into the Harmony remote control. For me, I have my Cable box, TV, two DVD players, and a Yamaha 5 channel surround system loaded into my Harmony remote control. And, all functions on the original remote controls are available on the Harmony remote.
