Your computer probably comes equipped with three jacks for cables. You should be plugging your speakers in to the green one. See my picture for what that looks like. Also make sure that your PC is using the Audio Out as your primary device. If you have a sound card, plug in to that instead and use the Audio OUT jack.

Check and make sure that you're set to output audio from that port. Try other speakers or headphones to make sure that the speakers aren't the problem
Sorry, there was a problem. Please try again later.Are you sure you have the right port (output rather than microphone input)? They are same size. Try also the headphone port on the front of the PC if it has one. Also you can click on the speaker icon in the task bar and go to the "mixer", make sure that speak is selected in the "device" column, and that the volumes are adjusted properly.

Volume on computer, volume on media, volume on speaker, and using the speaked or hearphone output and not the microphone input. If this isn't an issue you may have a bad jack on the computer it self [you can check with headphones or another speaker that has 3.5 mm plug]. If all this fails you could have gotten a bad set. Go to the control panel>sound and in there it will display the audio devices you have attached to your computer. If the on board audio is the default, then try checking the port you inserted the speakers into. As for the buzzing sound, that is just noise generated by the current running through the wire when the speakers are powered and you complete a circuit by touching the metal end of the male 3.5mm jack to another conductive piece of metal.
