• Yes, it is a full Windows 11 system, you would definitely want to get a keyboard and mouse to make it easier to use though.

• Yes. This is a Windows PC. The only difference between it and a laptop is the keyboard doesn't come with. If you want to do something on a computer, this is a computer and can do that thing that you want to do.
