Correct, Surface Pro 8 comes with Windows 11 Home.

If it did, you would have Surface S, Surface Home, Surface Education , Surface IoT, you get the point. The Pro basically means its the best version of that model, comes with the highest specs and features for the price. And usually is the one device that works with all accessories like the pen or keyboard.
