I got my inspiron 3647 in 2013 and updated to Win 10 3 years ago. Its basically fine with WIN 10 but now that MSFT has gone to subscription for OFFICE/One Drive and automatically loads TEAMS onto the system its no good... constantly hanging up and impossible to use gmail or google chrome anymore. I haven't tried going all in with OUTLOOK and Bing to see if that helps. I am looking to upgrade now. If you do not use OFFICE & One Drive you might be fine.
