Not directly no. You can upgrade to Win 7 then to Win 10 but you will still loose your apps & settings. I would make sure you can get Win 10 drivers for your equipment first & if so just do a clean install. Also ensure your equipment meets Win 10 requirements. These are here https://docs.microsoft.com/en-us/windows-hardware/design/minimum/minimum-hardware-requirements-overview Some of the requirements are only for all features to be available such as UEFI. Pay attention to cpu instruction set requirements. This has gotten some into trouble. My biggest concern would be if you do decide to do the Vista to 7 to 10 option, backup everything.
