It can, provided that your hardware meets (and hopefully exceeds) the minimum system requirements. Microsoft has this posted on their website: Processor: 1 gigahertz (GHz) or faster with support for PAE, NX, and SSE2 (more info) RAM: 1 gigabyte (GB) (32-bit) or 2 GB (64-bit) Hard disk space: 16 GB (32-bit) or 20 GB (64-bit) Graphics card: Microsoft DirectX 9 graphics device with WDDM driver. If you're not sure about the details above, you can run the free tool called Windows Upgrade Assistant, direct from Microsoft's site. Keep in mind that the better your equipment is, compared to the minimum, the better your overall experience will be with the upgrade. If it just barely meets the requirements, it may be very slow to boot up, or use in general and not a good candidate for upgrade. You may want to buy a newer computer instead.
Sorry, there was a problem. Please try again later.I wouldn't recommend it. Windows 7 Starter is very stripped down OS compare to Windows 8.1 Pro. Most Netbooks comes with 1-2GB of Memory, and I'd recommend at least 3-4GB.
