Left side is for game audio vs chat audio. So if you want to hear your party chat or game chat more you turn the volume on the left side and it will lower the game audio. If you turn it the other way the game audio will go up and your chat audio will go down. The right side it basically master volume. It will turn all audio up or down.

Turn the left control downward to increase chat and muffle the game. Friends too loud while you're watching a game cut scene, turn the left control up to increase game sound while reducing your friends' annoying banter.

Turning it clockwise will move the balance to focusing on party chat, while turning it counterclockwise will move the balance to focusing on game and system audio.
