If it is an unlocked phone why must I activate it. null

You can buy it and not activate it, if you choose. Sometimes you need to activate to get a better price, that’s it.

I think unlocked just means you can use it on most other carriers, not just one designated cell provider.

UNLOCKED means you can use with any service provider. ACTIVATE means signing up for service with any of the service providers. If you are a current subscriber, all you need to do is insert the SIM from the previous phone into the new one. If you are not a subscriber to any of the service providers or you want to switch from one provider to another, you need to sign-up with them to ACTIVATE service.

You can pay full price and not activate it or activate it with your carrier. Or activate with ATT or Sprint for a reduced price. Àctivation = Phone service
