Usually that means you get a discount if you activate through a specific carrier, so if you’re using Mint Mobile you just want to buy the unlocked version without activating. Then you can just place your mint mobile SIM card in and start using it.

You have to pay for the activate later option if you want to use a carrier that's not listed. (We bought ours on VERIZON and they have like a 60 day lock period, and then you can switch to another carrier. But they also charge $40 +tax to activate the phone. So that plus the monthly bill excess over prepaid phone service costs way more than the savings of "activate later"). Hope this helps, blessings
