No. Water filter is just an added feature.

It will work without the filter.

You do not need to use the filter as long as you are using filtered water such as from a brita.

I can only speculate in this regard. I would suspect that you could operate the coffee maker without the water filter. Supposedly the filter will remove chlorine and calcium from the water, promoting better tasting coffee. If you are not troubled by heavily chlorinated water, you may not notice a difference.
