• 8th Gen is almost 6 years old now, and if your 650W PSU is same vintage then this may be a good opportunity to upgrade it to a new 750W model. If your 650W unit is less than 4 years old and certified 80 plus Gold or better, then it's probably fine as long as you're not overclocking.

• MSI recommends at least 700W power supply. But, you should be okay with the 650w you have currently.

• Yes, I ran a 3080 with 9700k no problem with a 650 watt PSU.

• Depends on what other parts are in your pc. I use a 700w power supply and I still have a lot of power to spare. Go to pc part picker and punch in your parts. It will give you the wattage use for your computer and tell you what power supply would be sufficient.
