Absolutely, but depends on your CPU. If you have a Ryzen 5600 you will pull about 400-500 watts even with overclock. But if you have a 13900k you probably won't get away with it unless you power limit quite a bit.

The only way to find out is to do math. Know what parts you have connected to your power supply. Go to pc part picker and put in all of the parts that are in your tower plus this gpu and it will give you total wattage use. I have 700w power supply and it works great. Enough power to add a lot more so, overkill as they say.

This depends on your other components (Mobo, CPU, drives, coolers etc) I would not recommend anything under 700 Watts personally. The RTX 4070TI has a maximum power draw of 285W just by itself is over 50% of a 550W PSUs max.
