Intel will not have PCIe 4.0 support until Rocket Lake (11th gen CPUs)
It's possible this motherboard will enable support for PCIe 4.0 with an 11th gen CPU (for example, an i5-11600K)
And FYI, no cards "require" PCIe 4.0... All PCIe cards including the RTX cards are backwards compatible with all PCIe slots down to PCIe 1.0
