Can you charge an ipad 2 on this charger null

no, the old ipad2 has 30-pin apple connector and this product is specific to only be able to use the newer iphone/lightning 8-pin connector. it cannot even be converted to use 30-pin, sorry.

You might need to use a USB cord to charge it but it will charge it.
