A:AnswerIt should not swivel. It is doing same thing with mine too even after tightening screws. Which is why I gave it 4 star. Maybe take the seat out, wrap one layer of black tape to provide some roughness and then tighten screws again could resolve the issue. I have not tried yet but will try some day. Hope it helps.
