This device will constantly scan and update for strongest WIFI signal in your location. The signals are free. Most signals are secured and In order to connect with any of the signals you must provide a User ID and Password. IF you're extremely lucky someone ( a neighbor) may be sending an unsecured signal. But this is highly unusual.
