• Hi there, yes. The 2780 Flip can be used without cellular data activated.

• You can't disable it per se but you can switch the wifi and mobile internet off and on and it is pretty easy to do. If you want to make it to where you CAN'T use mobile data you may want to speak to your provider and have them turn off internet for your line in your account.

• If you use a text-and-talk only plan, then yes; you'll only be able to use the internet browser on a wifi network, but not with cell service,
