I believe, but can't confirm, that this is also the case if you use the $50 off promotion for activating in store since your service was set up through Best Buy, not a service provider. Phones come locked when they are sourced through a service provider (ATT, Verizon, etc) and are provided subsidized as part of a service contract (1, 2, etc years). Once the initial contract is up, upon request, the provider will unlock your phone for you (for GSM models at least).
