Disclaimer: I don't work at Best Buy, this is just my best prediction from experience. I suppose that while there is no specific purchase limit, you can only check out one graphics card per order (and it's fairly difficult to begin the checkout process without a bot). However, if you manage to complete more than one order in one drop (which happens about every 2 weeks) I believe Best Buy's systems will allow this. Best Buy seems to use the queue system as its primary bot deterrent.
