Technically, the real answer is not a 3090 - its a borderline prosumer card that is twice as expensive as the 3080 for 10% more performance - you want this for rendering or machine learning type work vs pure gaming. The value is not there for gaming, however, if it is what you want, it really depends on how you define "best." Things to consider: do you want to watercool it? If so, ASUS makes one with a custom loop waterblock built in, and EVGA has a hybrid AIO solution. If by best you mean clock speeds, in which case I believe the ASUS and EVGA cards win (specifically the strix from ASUS and the FTW3). If by noise, then get a watercooled card. Temps wise, a 3 fan card will probably be better than the FE, but my FE with the fans on maxed out at 68 consistently with Cyberpunk maxed out.
