Yes, this should work fine, but probably way overkill. A decent conventional CPU cooler would be way less expensive, and provide adequate results. Check out the coolers from Noctua - I've used them on several i7 builds and they've worked great.

Yes. It will be more then enough intel core i5-10600k. I use it for the intel core i7-10700k which is a very hot running cpu and I have mine over clocked to 5.0 ghz.
