You can find the Panasonic packs it came with online (kind of pricey), or you can use another brand cleaner (usually cheaper and you get more). Since you just need a safe liquid to clean it, you can also just make your own mix for free if you have isopropyl alcohol. Usually a mix of about 70% water and 30% alcohol will do the trick.

It isn't all that expensive in packages of 6 pouches. Panasonic LAMDASH shaver cleaning detergent This is a very expensive shaver, with very expensive foils (replacement blades). You certainly could figure out how to "save" money on other brands of cleaner, or make your own. But why risk it? Each pouch lasts about a month with daily use. It has the correct oil and cleaner it to keep the shaver working right.
