Not a smart tv per say, but you do need a streaming device or your computer

If you DON'T own a Smart TV with Apps, all you need is a hardware Media Streaming Device; like a Roku, or an Amazon FireStick/FireTV Cube, or Google Chromecast. Or AppleTV if you are already an Apple customer. These all run on different Android versions (other than the Apple service), and they have the same App functionality as the Smart TV's (and in the case of Roku TV's, Fire TV's and AndroidTV's it's actually the exact same OS/software that they use in the Streaming devices), including the ability to "Cast" your devices and their screens, like smartphones and tablets, directly to the Media Streaming Device and TV. The FireTV stick has Alexa, and the Chromecast from Google even has the same Google Assistant feature on your Android phones and both have models that come with a remote with a mic to speak to the assistants. I just bought a new 4K AndroidTV, so I already have the Android/Google features built-in now, but the TV I upgraded FROM didn't and I personally used the Roku 4.
