Same here. I believe that this Starz app is only for those that subscribe through Xumo. Or at the minimum you would have to have a Xumo account set up I think with a card on file. Haven't gotten it to work with my Starz subscribed through Spectrum. In comparison Roku has two Starz apps for this very reason.
