Yes. I have an Xbox X, and I can use a flash drive to back up, but cannot run a game from the flash drive, for that you have to get the special flash drive that was designed to be extremely fast so that the game could run, but a normal flash drive isn't fast enough

You can use a Usb 3.0 Flash drive as a storage device on the Xbox One for pretty much anything. The PNY USB 3.0 drives are supported, If there is a issue try reformatting the drive to NTFS.
