It depends, usually your internal GPU will be much superior to this one as it is quite small, unless you have a computer from 2010 or before, I would not recommend

It depends on what kind of card you are using now, how you are editing the videos (offline or online), and the software you are using. Generally, you should always go with the fastest multi-core processor, most RAM, and fastest GPU you can afford. The software you use is also a big factor. Most video editing software companies keep a list of compatible video cards. Check with that company to see if this one is compatible. My educated guess is that this card would be fine for simple editing within Windows 10 of home videos, but would not do well with complicated, multi-layer editing either on or offline.
