Yes it should fit a mini tower , yes it will help with any gpu issues that you are having with previous gpu going black .

The GeForce GT 730 does come with alternate brackets for fitment in low profile computer cases. As far as solving an intermittent screen issue, that's hard to diagnose. But the card does have an HDMI port and can be connected to a flatscreen TV as a reliability test.
