Cindi - Yes, the Loop does indeed provide the time of day for the user. There is a button on the device that allows users to seamlessly see the time, steps, calories and activity goal. - Mike @ Polar USA

Each time you tap it works from through all the settings like time, steps, percent complete, calories burned, etc. The drawback is you have to tap it to get it to show the time or anything else as to conserve energy the lights only stay on for a few seconds. I have this and it works well but I just bought my wife the Withings Activite Pop from Best Buy and posted a review on that new purchase. It is great looking watch, she got the "sand" colored one. It tracks everything but is the best of any I have seen as a watch. The watch face shows percent complete and it synchs to your phone ad all the real details are in hour phone app. I just wrote a review on it.
