I bought Quicken 2018 Premier at Best Buy and the Quicken Bill Pay service was included. Beware, I discovered that you only get 15 transactions per month, then there is a fee. Not a problem for me because I usually have less than 10 per month.

The bill pay feature is active for the duration of the subscription period. It is worth mentioning that there is a 15 transaction limit per a month. Transactions greater than 15 per month will be charged an additional fee.
