Yes, the rabbit ears extend to 39 inches each, and are also capable of positioning at infinite angles to achieve the optimum Channel reception. Do they have to be extended in order for the antenna to work- guess that depends on the area that you live and the terrain around your home. I would recommend extending the rabbit ears for optimal antenna performance. Hope this helps.

The loop in the black section will capture the UHF signals. The best signal can be obtained by rotating the unit until it is facing the proper direction toward the transmission towers.

As a matter of fact, I got excellent reception with both of them fully collapsed. Through experimenting, I found my best reception to come with one fully extended and almost vertical and the other fully collapsed and tilted about 45 degrees.
