If you have the cooperation of the previous owners to go into the ring app and unpair it from their account, then you can use it, otherwise rip it off and get a new one.

To answer your question, as long as the previous owner removed the device from their account, you should be able to set it up as normal. If you get a message that your doorbell or security camera is registered to someone else during setup, follow the prompts in the Ring app to learn more about device transfers.
