I initially had the same problem with my Samsung Q70 4K Smart TV. Using my TV remote, I went into the on-screen TV settings and selected Sound Output - Samsung Optical. That essentially turned off the TV speakers and routed everything to the soundbar, and solved the synchronization of the sound with the video.
