• I believe the clips you're referring to can be used to hold items like plastic cups in place. Thanks for the question, Ms. Samsung

• These clips are to hold lids or small items which may get knocked out of the rack during the wash cycle. We rarely use them but do use them on occasion.

• They appear to be placeholders of some sort for glassware or a tray.

• You can remove those clips to adjust the rack to your needs
