• Well both eventually are the same. But SPECIFICALLY the differences are that REFRESH RATE refers to how fast the processor can display images. Where in the MOTION RATE is the end product from image movement . I mean how fast the tv can CLEARLY DISPLAY A FAST MOVING OBJECT.
