It’s great you checked with multimeter. Half my calls on new installations with no heating are voltage problems. I learned because it’s showing correct voltage doesn’t mean it can draw amps. Usually this is because of tripped breaker. Turn your breaker completely off and then back on. Then try your dryer again. If it works your breaker might be weak and it may occur again in the future. I would replace breaker first if it comes on or doesn’t. It’s your cheapest repair.
