On the Samsung S10+, you need to go into settings, connections, bluetooth, advanced settings, and then media volume sync. This way the volume of the buds will match the volume of your phone. If that isn't an option on your device, then you will need to touch and hold the right earbud to manually turn the volume up on your earbuds.
