It's unlocked, but you add a NEW sim card from three separate carriers--AT&T, Verizon and sprint--which activates a new plan. You will get billed monthly, and the sim card will follows the same cancelation method as the carrier you chose. I'm NOT SURE if there is a contract with Best Buy, so I would be careful. The thing they do is kinda sketchy, so I wouldn't do it unless you want a new plan.

Looks attractive up front but long term, It's just another way to get more money from the consumer. A phone purchased unlocked will always be unlocked; Would be illegal for a cell phone service provider to lock it.
