OK so what if someone steels my bike and has a samsung phone with Bluetooth turn on? then they will be able to here it or spot it?

Once it passes beyond that 393 feet it will go into out of network and will ping its location any time it gets close to someone else with a samsung phone that has bluetooth turned on. So essentially, it could work from across the country as long as it gets near someone with a samsung phone that has bluetooth turned on.
