• Yes, you can open Youtube, select Chromecast device in your network and play vids on it.

• Yes on Youtube, as I've done it for a couple months. No lag or delays, but that will also depend upon your router and the quality of your internet connection (data speeds downloaded). The device itself has no limitations on streaming Youtube, Netflix or Amazon Prime.
