The difference between GPS and GPS+Cellular is the same as Bluetooth/Wi-Fi and Bluetooth/Wi-Fi + 4G LTE. Each Retailer just word it different. The Bluetooth/Wi-Fi version can need/have to be paired to your Phone for the majority of theFeatures to work and be Accessed. While the Bluetooth/Wi-Fi + 4G LTE doesn't need to be compare to your Phone it can act as your Phone. You'll only need an connection to a Phone to Download Apps that require both an Watch Version and Phone Version. Call, Texting Streaming you Music and Notifications are standard features you wouldn't need your Phone for. You could leave your Phone at Home.

This means that you are able to add services through your carrier to use all of the features without your phone being present.
