Is the S3 Frontier water resistant? null

Yes. The Samsung Gear S3 is rated IPX8. This is better than other watches such as the iWatch which are IPX7. A quick internet search will explain the difference in better detail than I can.

I groom and wash dogs all day for work and this watch has been water, dust and hair resistant.

Water resistant, yes. Water proof, no. I wear mine in the shower daily, with no issues. Something like that, or a rain storm, is fine. I would not go swimming with it, though.
